Scale is seeking a Strategic Capture Lead to identify, shape, and win significant programs that integrate Agentic AI into homeland security and federal law enforcement agencies like DHS and DOJ. This role involves building strategic partnerships and positioning Scale as the primary AI solution provider. You will be responsible for owning the pursuit of high-value, multi-year programs, influencing requirements at senior leadership levels, and architecting optimal team structures (Prime or Sub). The role also requires bridging capture efforts to execution teams and navigating complex government funding streams and acquisition landscapes.
Responsibilities
- Own the pursuit of high-value, multi-year programs from pre-RFP shaping through award.
- Influence requirements by engaging with SES-level and component leadership.
- Determine optimal teaming strategies (Prime vs. Sub) and negotiate agreements.
- Partner with Deployment Strategists to ensure successful program transition and expansion.
- Map appropriations cycles and funding streams to identify and accelerate opportunities.
Requirements
- 20+ years of combined industry and BD/capture experience in DHS, DOJ, or Federal Law Enforcement markets.
- Proven track record of winning major Programs of Record or high-value task orders.
- Deep understanding of HS/LE acquisition vehicles and the FAR/DFARS/OTA landscape.
- Established relationships across DHS component leadership, DOJ/FBI senior ranks, and the prime contractor ecosystem.
- Technical literacy in AI/ML, data analytics, biometrics, or investigative intelligence platforms.
- Ability to travel up to 50%.
