Cohere is seeking a Senior Manager, Global Public Affairs & Policy Narratives to join our Government Affairs and Public Policy (GAPP) team. This role is crucial for translating the technical realities of our AI models into compelling arguments, speeches, and events to inform and persuade policymakers globally. You will operate at the intersection of technology, business strategy, and government relations, proactively shaping the regulatory conversation around enterprise AI. This position requires a strategic thinker who can build arguments, reports, visual assets, speeches, and high-impact policy events, while navigating a fluid environment and partnering closely with Communications, Marketing, and Go-To-Market teams.

Responsibilities

  • Develop core arguments, analyses, policy reports, and narratives to inform regulators and support a pro-innovation policy environment.
  • Translate complex policy and geopolitical trends into actionable business strategies and clear messaging frameworks, including drafting speeches and executive talking points.
  • Conceptualize, curate, and execute high-impact policy events, from technical briefings to exclusive roundtables.
  • Serve as a bridge between technical teams and government stakeholders, translating AI technology concepts (e.g., RAG, data sovereignty) into resonant content.
  • Draft, refine, and polish external materials for executives and policy leaders, ensuring polished decks and culturally fluent talking points.
  • Act as a strategic anchor between the GAPP team and traditional PR, providing messaging architectures and risk mitigation strategies.
  • Proactively assess the impact of global AI policy proposals and regulatory frameworks on our technology, identifying risks and developing messaging strategies.

Requirements

  • 7+ years of professional experience in public affairs, policy marketing, strategic communications, or government relations within a technology company or government agency.
  • Proven track record of writing compelling speeches, op-eds, policy papers, and executive presentations for high-level audiences.
  • Hands-on experience designing and executing policy-focused events, VIP briefings, and roundtables.
  • Strong foundational understanding of enterprise AI, generative models, cloud infrastructure, and the current global regulatory environment.
  • Ability to discuss technical trade-offs with engineers and translate them into policy arguments.
  • Skill in partnering with and influencing colleagues across global affairs, legal, AI research, and sales teams.
  • Strong bias for action, intellectual flexibility for fast-moving campaigns, and operational rigor to define a new public affairs function.
